Gated and Guarded (GnG) Community Schemes in Malaysia (Formal or Informal)?

GnG scheme or scam? RA illegally blocking public roads, using access cards and hiring foreign security guards to stop cars/ask people for ID in non-strata neighbourhoods. Despite no facilities, no planning permission, insufficient consent and flouting the laws n guidelines, the RA still want to operate GnG?
