Gated and Guarded (GnG) Community Schemes in Malaysia (Formal or Informal)?

Corrupt RA will coerce residents to pay "security fees in a makeshift illegal GnG setup". They put up illegal barb wires, install access card system and guards unlawfully asking people for ID. But are you sure outsiders cannot get in? Just take a look at the surrounding perimeter - anyone can just walk in. Motorbikes can still go through - criminals on bikes can access anytime. So is this a GnG scheme or scam?
